The graduation VOTE involves subjective judgement, and often numbers
don't tell the whole story. I think this lack of quantitative
precision is a good thing since appropriate levels will be different
for different types of project.

We should probably try to find the collective energy to review UIMA
before the project's enthusiasm is sapped.
