Overseeing an inactive project is very easy. Oversight problems are
more likely to arise at podlings which are too active for the energy
of the mentors.

IMO suspension is the wrong way to handle inactive podlings.
Suspension implies fault and punishment. Long term inactive podlings
should just be archived into an Attic.
