At this level, I agree with you Jukka. But that to make things clear,
we should keep Upayvira's comment in mind;

If we just draw a simple line in the sand;

Open Source criteria met --> Allow Releases, standard normal ASF releases.

Open Development criteria also met --> Out of the Incubator.

Then I think we have a relatively simple guide-post on how to proceed.

As for downstream users getting caught up in community collapsing
Incubating projects --> Well, if they have a direct dependency on it,
they know the risk. If they are transitively dependent, the project in
between has the real headache, yet the sources are available.
