It was missing. I added it yesterday. See yesterday's
thread about "Re: up-to-date list of projects in incubation"
This is a prime example of a project getting lost in the
startup phase.

I am not sure of the process, but i reckon that your
summary of the vote was sufficient. You need to attract
the attention of your mentors to get some steps done.
Remember that you and the rest of your community need
to assist and prod to keep things rolling. Don't leave
it to the mentors or future chair.

The ASF is a do-it-yourself sort of place. Don't wait.
Try to follow the guidelines, follow the mail archives
to see what other projects did, etc. If what you did is
not quite correct, or drastically out-of-sequence, then
hopefully someone else will speak up.
