See below - only half of the above seems to have been addressed.

Is Qpid an existing independent implementation?
And is the project creating software for it?

I would expect the project to implement (i.e. create and maintain an
implementation of) a protocol or an API or other kind of
specification.

Still seems circular to me.

None of the mentors seem to be included.
Perhaps this is normal for graduating podlings?
