I would say that podlings using maven would be required to set their
project's group id to org.apache.incubator.<podling>, and possibly
even extend an incubator parent pom.
This way the podling distributables are nicely contained inside the
incubator space inside the maven repository.
There would not be a requirement to name the java packages to
org.apache.incubator.<podling> (as that would require renaming of all
projects that are using the code, which is unnecessary IMO).
