I agree with Craig, that the docs provides the formal requirement, i.e. 
passing the vote result to private@i.a.o

I think CC podling-private@ is not proper, and that it should be unnecessary 
if the PPMC functioning well. For instance;

<scenario>
Subject: [Vote Result] ...
The votes are as follows;
...
I hereby conclude that the vote passes, and I will notify the Incubator PMC of 
the result right away.
</scenario>
