Guys, this is going too far.

Suggest the following: There is a well known project, which would like
to join Apache. (Let's call it ActiveMQ, or ServiceMix, or whatever
good example we had in the past.) Let's further assume that a real lot
of people in the world are used to picking up their artifacts from
central.

This suggested policy means, that upon entering Apache, the dependent
projects can no longer trust that updates will be available through
their existing distribution channel. In other words, the projects
users are put into a worse state than they were before. This is
paritularly ridiculous, if the project dropped a more restrictive
license in favour of the ASL when entering the Incubator.

To me, the Incubator is more and more like a virus, comparable to the
GPL. Upon entering, a project has to obey more and more conventions
and has lesser and lesser rights. (Note, that I came in through one of
the first incubating projects and am watching the Incubator since day
1. I know what I am talking about when I say "more and more".)

Emacs 22 will support MacOS and CygWin. It is not yet decided, whether
these will be used to run Emacs or the other way round.
