As far as I know, branding a release as 'incubating' has the same
impact as labeling it 'beta' or 'alpha'. This is not necessarily the
intent of the label 'incubating', but for most users enough to stay
away, or make a decision to use it regardless.

Forcing a 0.x number on existing projects with an established roadmap
and history is not the way to go IMO. I would consider this an insult
to the original, established project and community. I do see the other
side: it is the first *Apache* brand release, and /could/ therefore be
1.0 etc. but that would make life really hard on existing communities:

What version are you using? X 1.1, X 2.0, or Apache X 1.0?
