This is not necessarily the intent of the label 'incubating', but for most users enough to stay away, or make a decision to use it regardless. Forcing a 0.x number on existing projects with an established roadmap and history is not the way to go IMO. I would consider this an insult to the original, established project and community. I do see the other side: it is the first *Apache* brand release, and /could/ therefore be 1.0 etc. but that would make life really hard on existing communities: What version are you using?
