Whenever I look at projects to use, I will always browse the mail archives to get a feel whether there is a real community behind it or not. And that goes for ASF ones as well, since many TLPs has subprojects and it does happen that those are one-man shows, and in fact "code dies" in ASF when the 'rest' are uncapable of picking up the slack. I still think that Craig/Daniel's arguments of removing the distinction are strong, but I would need to see that the release is from the Incubator (and in Maven terms, the groupId being o.a.incubator). The "incubating" marker in the version should also be required, as many ASF jars will end up in delivered products (part of releases (tar.gz) of downstream projects) and I would hate to start guessing the origin...
