And down in the notification to the Incubator PMC:

Joe Bob should subscribe to frizzle-private@incubator.apache.org, and
the moderator for that list should approve the subscription request. No
need for the Incubator PMC to subscribe the new PPMC member. This mimics
the process for adding a new PMC member[1].

It might be good to reference [1] and add a note that the PPMC does not
notify the board. Letting the Incubator PMC know that a member is being
added is sufficient.

Maybe add a note that the PPMC should add the new member to [2]?
