You know my incubator mantra (well maybe not), "Simpler rules, more clarity".

For example, we instate a rule

  "Podlings should do a release while in incubation that satisfies all the
   generic ASF release policy guidelines and criteria (in particular legal
   ones) as well as all the incubator-specific rules."

that is simple, clear, and easily verifiable (in so far as those policies and
rules are simple and clear). Its also rather different from what we said in
the past.
