Podlings are not to be generated for the purpose of publicity. Therefore, they can and should be barred from 'positive publicity' until they have been accepted, lists created, and submitted a code base. If a podling violates these rules, I want to see them terminated and I want the ASF to issue a counter-release saying that the project is terminated due to violations in our branding guidelines. We have had way way way too many problems with podlings seeking publicity when they had no code yet. Kabuki is just the latest example - right after being accepted, IBM/Zimbra issued a PR - but they then silently went away after getting all that free publicity for their company. The ASF Incubator PMC should not condone actions around smoke and mirrors. If a podling doesn't like that policy, they are free to find another home.
