One definition: a top-level project that has no deliverables
of its own. All the packages and what-not come from
'subprojects.'

Considering that each TLP has a PMC, and the PMC is supposed
to oversee the TLP, one possible outcome is a non-representative
PMC. Another is a PMC comprised of representative individuals
from the subprojects, who have little or no other common peership
than they're all under the same TLP.

PMCs are supposed to be composed of peers who are immersed in
the project's work -- hard to do when the TLP doesn't have
a deliverable.
