Not quite true.

The Incubator's policy for any new project is that any ASF committer
can ask to join any proposed incubator project and be added to the
karma list.

The obvious preference is to state this intent when the project is
proposed, but the Incubator PMC is ultimately responsible for adding
any committers to incubating projects.  This is usually deferred to
the mentors who are representing the Incubator PMC, which in turn
usually defers it to the PPMC at large.

But, if a PPMC decides to refuse an ASF committer karma, as an
Incubator PMC member, I'd want to know a darn good reason why they
rejected that person.  So, I don't think the final destination has any
impact on who can contribute.  If it does, something's wrong.  --
