Agreed, but the Tuscany proposal was an independent proposal, not 
sponsored (at the time) by any PMC.

Agreed - although in general, if a PMC just ignored the input of the 
Incubator PMC on a PMCs suggested incubation, it's an indication of a 
problem anyway...
