Thanks for your reply.  I think I am going to go ahead and start modeling
some stuff and get a codebase together.  Then, I'll have a more legitimate
shot at getting some support and maybe approval for an incubator project.

BioJava doesn't exactly exhibit "domain-driven design" which is what I would
like to have this new project use.  I want to be able to start "fresh"
without all of the limitations of an existing model with software already
written against it.

Unfortunately, ASF does not really operate like this.
First get at least some source in order, then gather some support from both 
within and outside of ASF, then come with the proposal to the Incubator.

AFAIK, that is how things are done around here.

Furthermore, if you feel the JavaBio project is lacking something important,

why do you not just go there and implement it? I am sure they would be happy

for new contributors.
