The question remains as to whether or not your predicate is true.  So far,
it seems that the Logging PMC is not willing to accept responsibility for
each codebase.  The reason given is that only the one person working on it
may know the programming language and/or platform.

Perhaps, but by making sure that the project does have a community before it
leaves the Incubator, as we have been tasked to do, we increase its odds for
success.

The historical facts do not support that perspective.
