I think the thing here is that we *want* the build to be simple to use.
By having it create the db on the fly, a potential developer can
download the project, and build it with almost zero setup time.

Using the "drop and create" method, we had (w/ hsqldb) a fast, simple,
and clean build that accomplished that.

IMO, if hsqldb is compatible in the license, we should just go back to
using it.

instead of dropping the database for tests, could you use something
like dbunit which can help set the state of the db consistently in
testing.
