I did the first time, and just did it again. Neither time is it clear what's supposed to be done. However, that might be due to linguistic issues. Is it that a new foo.html should be put alongside the foo.cwiki, made to contain what is desired, and then committed? And that the TEMP_HTML stuff is no more than a jumping-off place for doing that, namely what the cwiki was laste rendered into? So updating the cwiki, then doing the generation and update on the Web system still works? Is that still the one that needs to be executed out of someone's directory on the Apache system?
