The Portals PMC has just accepted the JCMS sub-project proposal.

As JCMS Mentor and following the Incubator process decription

I'm quite unsure on what should happen next besides proposing that
JCMS be escalated to Podling status.

I'd appreciate any pointers on the next steps I need to take to
initialize Incubation.
