Actually, by the project's PMC.  But what we want to see come out of the

Yes, if you understand that the ASF would be the "originators" of the Apache
distribution (the "us" in the above paragraph).  Take a look at
xmlbeans.apache.org, and you'll see only a minor reference to BEA.
