The only Jakarta-wide resource I'm familiar with is the general@jakarta mailing list. At one point, this had several thousand subscribers. A couple of years ago, about the time some really virulent flame wars were going on, the subscriber count quickly dropped to around 900. Today, there are 772 subscribers, and it's pretty quiet. (For comparison, the struts-user has 2700 and tomcat-user has 2300, and both are very active.)
