I've suggested [1] to the XMLBeans community that they should release
both minor and major releases as often as they like (as appropriate 
given the state of the code and community consensus); however, while
they are in the Incubator, they must ensure these releases are clearly 
labeled as being incubator releases, which are not fully endorsed by 
the ASF (see what I have in mind in [2]).

Does this fit with what you had in mind?
