one good reason to have them in cvs is in case they
need a special tool in order to be built. if that's
the case, by not keeping the generated docs in cvs
you're forcing anyone who wants to have them local
to also have the tool installed.
if the tool is, like, part of every single java or
jvm package, i think it might be reasonable to not
have them in cvs.
