To add my .5 cents (because I have nothing constructive to say)  Adobe's
Flex design view was junk and I rarely ever used it, but I still think this
is a mistake. As I used to think Adobe was missing the mark by not making
greater efforts to improve the Design View. Flex is/was a graphical platform
for the web, etc... yet you can't develop any serious interfaces using a
visual interface... I think this will be viewed as a step backwards by many.

I have noticed that many developers  involved with Apache products (ie
OfBiz), although amazing in many respects such as their generosity and
ability don't seem too concerned with the importance of visual  stuff. 

FYI I'm still using Adobe Flex/Flash (I'm still confused)  Builder 4.5 SDK
and I am / was hoping to one of these days get around to checking out the
Apache SDK, it is with this frame of mind that I share my opinion that
development of Flex without a designer interface will be viewed by many /
some that Flex is turning into a relic.

There was some discussion about Adobe open sourcing the design view plug in
but I think legally it wasn't possible. There not a lot that Apache Flex can
do about this other than to write an entirely new plugin from scratch which
would be a large amount of effort.

Something that might be easier to do is find and update the old component
explorers and style explorers, while not a full design view they were quite
