I was able to improve on this query by adding an attachment count of
between: 1 and 100 in the "Custom Fields" :

https://issues.apache.org/jira/secure/IssueNavigator.jspa?reset=true&jqlQuery=project%20=%20FLEX%20AND%20(summary%20~%20patch%20OR%20description%20~%20patch%20OR%20comment%20~%20patch)%20AND%20status%20in%20(Open,%20Reopened)%20AND%20%22Attachment%20count%22%20%3C=%20%22100%22%20AND%20%22Attachment%20count%22%20%3E=%20%221%22%20ORDER%20BY%20key%20DESC

Should we use the "patch" label for an issue to be able to filter these
easily?

Thanks,
Om
