I believe they mention 4.5.1 possibly because that is what they tested
with.
It should be possible to make it work Apache Flex 4.8.  You can download
the 11.4 playerglobal.swc from here [1]  Copy it
/frameworks/libs/player/11.4/playerglobal.swc.
Modify the 'target-player' element in /frameworks/flex-config.xml to "11.4"

I havent tried it, but this 'should' work.
