Yes, a lower number should be possible for pure AS3 apps.  The parity
release will be tied to FP 11.1 and SWF version 14.

It refers to the APIs available to ActionScript and a few code paths in the
rendering pipeline.

Only 11.1 is official.  You can try using others if you want.

I believe Adobe generally says it takes 3 to 6 months to get 90%
penetration.  But I know that some folks targeting education find that those
computers are still stuck on 10.2.

In general, Adobe applies security fixes to all SWF versions.  We will
default to 14 for 4.8, but I would expect most folks to be running 11.2 or
11.3 in practice.
