Please include an example that matches your description.  I did much of the RTL work and while
it is far from perfect I think labels work fairly well for Hebrew. Hebrew is the only RTL
language that I know a bit of it so it was my main test language.

When we get to it, Adobe will donate the new Spark tooltip which provides even better support
for all kinds of tooltips, including RTL.
