Around February 20010 they joined forces with Apple in order to kill Flash, at that point they said plugin is dead, Flash is dead and viva HTML.Then came a new version of Silverlight, at which point they went public and said HTML5 does not cut it, plugin is still the way to go, then 3 months later they go over the whole cycle again. So yes Microsoft said plugin is dead when convenient (remember their goal is to kill Flash ever since Macromedia refused several more billion from Microsoft than Adobe ended up spending) but it does not mean Silverlight is dead, they announced the last release as an alternative to Flash right after Adobe dumped it on mobile.
