Apache seems to have many successful projects using a projectname-user
mailing list and has conventions for lazy consensus.  It would be my
preference to try their mechanism and see if we get complaints that
something isn't working for folks.

I answer a lot of forum posts and searching is very important.  Even if only
two people in the world have the same question, not having to answer it
again saves me lots of time, so I will likely only spend time helping folks
where there is a searchable archive.

Because my preference is to eventually try a projectname-user mailing list,
I would not want any IRC channel associated with Apache Flex at this time.
I don't have any problem with you setting up a channel, even if you want to
call it the "Flex Help Channel".  But I would vote against linking it from
the Apache Flex project page because you are way early:  The Apache Flex
project has no release for folks to use to ask questions about.  Everybody
is still using Adobe Flex and we already have support forums for that.  I
think it is ok for you to promote your channel on those forums.
