I don't see how Flash Builder is related to the Apache Flex incubator, why
would we expect to get copies? Flash Builder is just an IDE and not a
requirement to do Flex development.

It is my understanding that individuals are contributing and those happen
to be Adobe employees and the company gives them the opportunity to use
their time for that. Adobe is in that sense not involved in the Apache Flex
incubator - it has donated the code.

I believe you can have commercial efforts around the open source and
non-profit Apache Flex project. The situation is just that Apache works in
an open development model with volunteers and typically no compensation is
given.
