EC2 supports Stop/ Start (starting the stopped instance) feature for an EBS backed AMI.  Existing implementation in Deltacloud API does not permit this action, hence needs an enhancement.

Proposed Implementation:

To modify and split up the existing functionality, as described below
1. To provide two options namely Stop and Terminate.
2. For EBS backed AMI's provide Stop/ Start, Terminate options and for non EBS AMI's provide only Terminate option
