Podling sign offs.  Adding initial commentary.

  The Apache Incubator is the entry path into the ASF for projects and
  codebases wishing to become part of the Foundation's efforts.

in staff.  One new podling joined, and are having graduation discussions for two podlings.

+      Comments:  The podling is still growing.  I don't believe things have changed since
I joined as mentor a few months ago.  To be able to graduate, they need to have a truly viable
community with actual features coming in.
