New Revision: 1723929

Update "monthly" reporting status.

- HAWQ, Mynewt, Rya finished their first three months of monthly
- Sirona filed make-up report.
- Concerted, HORN, OpenAZ, and ODF Toolkit did not report.
- Log4CXX has Mentor crisis and no signoff.
