New Revision: 1651276

Change the mission of the Experimental Release Guide.

Instead of dedicating itself solely to describing the 2013
Alternate Release Procedure, release.xml will now be a DRAFT
aiming to supersede ye olde crufty Release Management Guide
entirely -- allowing the addition of non-alternate-procedure
