There've been some offline discussions and email discussions within the relation and coref
people so I'll put a few notes here so there's a paper trail.  The proposed solution is to
add a method called getCoveringClass that returns the Annotation class type that a given relation
extractor sub-class operates over.  For existing relations (location_of, degree_of), this
method will return Sentence.class.  For new relation types (e.g., refactored coreference),
this method will return Document.class (a coreference relation can go over a whole document).
 For other relations it may be within Segment, etc., but probably the most common values are
Sentence and Document.

This change is relatively easy to make, so it will be committed shortly, in addition to fixes
for all the current subclasses.
