I don't believe so- not without a custom FSDirectory impl.  I believe, the current cTAKES
FileLocator resolves it to a file (external form) hence it works fine when you add it to your
classpath- but obviously won't work inside a jar file.  I think it's easier to continue doing
that for now. (i.e. copy src/main/resources to a resources dir and add it to the classpath
during any runtime rather than have it included in the jar (maven by default)).  We may revisit
this as we revisit the location of umls resources and other models in the future for the longer
term.
