One issue with a canonical form is that you probably want to use a  
Unicode Normalization Form (NFC) as a generic step (http://unicode.org/reports/tr15/ 
). Also, lexicographic order is relative to a l18n profile in Unicode  
because different languages sort the same Unicode characters  
differently. Given that you need something universal, I think code- 
point ordering is a better solution.
