Yeah, but not all primary storage is able to do so.

So I wouldn't be against handing this over to the primary storage, but if somebody wants to
use the cgroups for this, they are more then welcome to do so arent they?

But first I'd implement the actual polling of the IOps and store them in the usage database
so admins can see how much IOps are being used by one Instance.
