Currently the DEB packaging for Debian and Ubuntu is broken.

I already started work on this in the "packaging" branch, but this has to be completed for
the release of 4.1

The packaging structure will change a bit, so it's important that testing for upgrades is
done to see if it all still works.

Hugo Trippaers already started work on the RPM packaging and the DEB packaging can use large
pieces of that, like the management server packaging.

The goal is that the packages work on Ubuntu 12.04 at least, but newer Ubuntu versions like
13.04 are preferrable just like Debian 7.
