For listResourceLimits command, it involves complicated business logic to compute limits based
on account or domain from both resource limit table and global configuration, which cannot
be simply done through simple DB join view. On the other hand, we only have 8 resource types,
so at most will return 8 rows, no need to support pagination in this case. With no pageSize
specified, the count will be correct.
