If I was to define this manually - as an example, where would that be set on SSVM and is attribute
passed via /var/cache/cloud/cmdline?

It's a bug, I heard other people reported the same bug before, but when I look at the code,
I don't find anything obvious wrong...
I use the
client.getHostConfiguration() . setProxy(host, port); to configure httpclient proxy. It should
 work  in apache httpclient 3.1.
