Donal, can you run?

$mvn install -P deps
$ant clean-all build-all

See if that fixes your issue? I reproduced this locally and it seems ant is unable to find the axis2.war and after maven gets the war it works.

We'll look into fixing this in the INSTALL.txt and the docs
