So not arguing with the work you want to do here - but this seems circular to me - maven calls
rpmbuild which calls maven? 
Why not a compile +install profile that allows you to define where you want things to go (think
of options like --prefix=path and --bindir=/path in a make world). 

And then just calling rpmbuild to call those profiles and assemble the package - that would
effectively get rid of waf - and mean that the work necessary to get deb and rpm into shape
is really upstream of the package itself (less work, I think)
