When I fixed the patch to have nonoss build last week, I was advised to not include nonoss
dependency/libs (vmware*, manageontap etc.) and I was confused on this issue as no clear cut
directions were advised to me.

The build only contains nonoss plugins, but the deps/libs are assumed to be installed by the
user (QA in this case), as suggested by David on ML:

Alright, it seems logical to include nonoss libs in cloud-deps package, will fix it first
