So I just check and the file it is trying to fetch is 

      https://localhost:8443/page-not-found

The advantage of doing things this way is presumably that someone can place
a page-not-found html page on an apache server and the apache server deal with
returning the content.

But here this is a bit expensive because the local server is fetching local content
over https - which requires setting up a crypto channel, where one really is not needed.
