Has the apt source changed?

While the repository Packages list does appear to be empty, the 0.6.13
package does exist and you can grab it out of the pool:

$ wget
http://www.apache.org/dist/cassandra/debian/pool/main/c/cassandra/cassandra_0.6.13_all.deb
$ sudo dpkg -i cassandra_0.6.13_all.deb
