I agree with all points:

- Plan to have irc channel topic mention that its being logged.  I dont
think we need to post every few hours because the channel topic is visible
non stop in most irc chat applications
- Plan not to post transcript to ML by default
- Plan to support linking to specific line(s) in the logs
